Are we a bioregion yet?

Bioregionalism seems to be in the air lately. The theme of the BC Food Systems Network‘s annual gathering back in late September was bioregionalism, and this theme recurred just last week at an event that I helped to organize. So, what is bioregionalism, anyway? Wikipedia offers the following:

Bioregionalism is a political, cultural, and environmental system based on naturally-defined areas called bioregions, or ecoregions. Bioregions are defined through physical and environmental features, including watershed boundaries and soil and terrain characteristics. Bioregionalism stresses that the determination of a bioregion is also a cultural phenomenon, and emphasizes local populations, knowledge, and solutions.

This sounds an awful lot like the kind of economic and social relocalization that various groups and initiatives are working towards (e.g., Transition Town Powell River, the 50-mile eat-local challenge, GreenSteps Solutions, Powell River Sustainability Stakeholders). But the concept of a bioregion really gets to the heart of the matter: how do we define the geographical area whose boundaries define what is ‘local’? Are we closer to Vancouver Island or to the Sunshine Coast? Are we our own bioregion? How can we answer these questions?

  • Ensure that political boundaries match ecological boundaries.
  • Highlight the unique ecology of the bioregion.

  • Encourage the cultivation of native plants of the region.
  • Encourage sustainability in harmony with the bioregion.

Sounds great, doesn’t it? But it’s pretty clear that we’re going to have to let the concept of our bioregion emerge over time, as we learn more about the characteristics of this area which unite it with other places and the ones which set us apart. And how do we get started with that kind of work?

Well, last Thursday and Friday, a group of about 25 food-security activists, farmers and friends of the local food economy in the Powell River region and along the Sunshine Coast got together in Pender Harbour to talk about how we might collaborate better together across the Jervis Inlet. This mini-conference, titled “Lund to Langdale”, was funded by the BC Healthy Living Alliance (BCHLA). I was one of the organizers, along with Stacia Leech from Roberts Creek.

Since the fall of 2008, the BCHLA has helped start projects in the various communities, such as the “Garden to Table” workshop series being offered through the Community Resource Centre in Powell River and the Sliammon Community Garden. The purpose of the “Lund to Langdale” conference was to take action on some of the things that the BCHLA folks were hearing as they carried out community consultations along the Sunshine Coast and up our way: specifically, they were hearing that people working in food security wanted more opportunities to learn about community engagement, better collaboration, and strategic planning for policy changes. So we planned a one-and-a-half-day event to bring us all together, get some work done, and make some connections to serve as a foundation for future collaboration.

The most interesting thing to see was the amount of information being shared. It’s amazing, given that we are so close to each other, that we are so ignorant of the work going on one ferry trip away. But as one person said, we Powell Riverites largely see the Sunshine Coast as something to race through on the way to the Langdale ferry terminal. There are a lot of common concerns, though, from the effect of the new meat inspection regulations, to the cost of farmland, to ALR removals, and beyond.

Towards the end of the second day, the group decided that this was a conversation worth continuing, so we are now hoping that we can find a way to hold a follow-up event over on this side of Jervis Inlet sometime before the next growing season. There are so many ways we can be sharing information better, learning from each other, and possibly starting to collaborate directly on food-security projects and policy work. We only scratched the surface of all the ways we could be working together for food security all the way up the Sunshine Coast as far as Lund… or beyond.

So watch this space for future news about more events to bring together some of the hard-working farmers, activists, and policy-makers. I believe that we have a real chance to create a bioregion on the basis of similar terrain, similar ecological systems, as well as a similar sense of isolation and independence from both the Lower Mainland and the island. We’re one baby step along that road now.

What can a local food-security cooperative do?

Last week I posted some of the reasons why I think we need a food-security cooperative in the region, by which I mean a maximally democratic, open, accountable organization committed to helping its members become self-reliant in food. One of the really powerful reasons for favouring a cooperative corporate structure is that it inherently emphasizes the creation of community and mutual aid. When Herb Barbolet spoke recently at the local campus of Vancouver Island University, the main message I took away was that we needed to build stronger community ties and get more things happening.

Yesterday we saw some of the wonderful cooperation and action in the community of people who support local food: the first ever Celebration of Local Food, which was co-sponsored by Transition Town Powell River and the Powell River Food Security Project. Food producers, processors, retailers, and others were there to offer their respect and gratitude to the many people who make it possible to enjoy local food. It was a really lovely time.

Even though there is a lot happening now, I believe that there is a place in the local economy for a cooperative which will help its members meet common needs that many struggle to meet on their own:

  • access to the equipment and other physical resources they need in order to grow and preserve sufficient food to consider themselves food-secure;
  • the skills, knowledge, and know-how, as well as the self-confidence to get started and keep going;
  • the time or the physical ability to engage in these activities;
  • a community of like-minded and supportive individuals and groups.

Although I expect that the main focus of the cooperative will be in helping people grow their own food, I expect that the cooperative will also be active in providing its members with the tools, skills, and labour needed to ensure a year-round food supply. Canning, preserving, pickling, drying, and other food preservation techniques, as well as root cellaring and food storage, are methods of making the harvest last. We are seeing considerable enthusiasm in the community for these ideas, and I believe that members of a cooperative would be willing to pay for access to tools and technical know-how at fair prices, especially since some of the tools are expensive and not likely to be used frequently by any individual or family.

Here are some of the projects which we could carry out (or push further) under the auspices of a cooperative whose mission was to get more people to be more food-secure. Many of these are ideas that I have heard mentioned more than once. And still they are not happening, usually because no one person wants to sign up for the huge amount of time and effort it would take to get a project up and running on a volunteer basis. And there is no organization whose mandate specifically drives it to start projects like these, to publicize and support them, and to seek ways of funding them. This needs to change!

Year-round crops and food: storage crops, preserves, dried food, etc.

Scenario: Perceiving a need for locally-grown storage crops, the cooperative pools labour and materials needed to plant large amounts of onions, carrots, potatoes, squash, and other crops. The expense of maintaining these crops through the growing season is shared equally among the participating members, who receive shares of the harvest according to the labour or money they put in. (Some portion of the harvest should be contributed to the community.)

Goal(s): To pool labour and expenses

Requirement(s): Land; labour; tools.

Enabling factor(s): Plenty of disused gardens and other land around Powell River; high demand for produce in winter.

Outcome(s): More food is being produced to meet people’s needs year-round.

Materials and labour for construction and maintenance of home gardens

Scenario: A member of the cooperative wants to grow more food in her backyard. But she does not have the expertise or time needed to prepare raised beds, trellises, compost bins, etc. Through membership in the cooperative, she can buy needed materials and resources at fair prices, and can also get some of the work done by worker-members of the cooperative. The member can pay for these goods and services with money, labour, produce, or some combination of these.

Goal(s): To make it easier, less time-consuming, and less expensive to start and maintain a home food-producing garden.

Requirement(s): Workshop and storage space; labour; tools; materials; publicity.

Enabling factor(s): Interest in growing more food locally; local knowledge and expertise.

Outcome(s): More people are able to overcome barriers to growing some of their own food at home; the network of home food growers becomes more organized; surplus food can be donated within the community or sold to raise money for the cooperative’s activities.

Access to seeds, starts, soil, amendments, compost bins, cold frames, etc.

Scenario: A member of the cooperative wants to start composting and using cold frames to extend the growing season, but does not have the time, tools, or know-how to build these at home. Through her membership in the cooperative, she is able to purchase these, or construct them as part of a workshop, and save money. She also has access to seeds and plant starts at a fair cost, grown by other members of the cooperative and distributed within the cooperative at a reduced price.

Goal(s): To provide useful resources for home food production to members at low cost.

Requirement(s): Storage and construction facility; tools; materials; designs; greenhouse space (for plant starts).

Enabling factor(s): Tools; workshops; greenhouses.

Outcome(s): People can produce food more efficiently and economically.

Access to shared tools (e.g., rototiller, cider press, pressure canner)

Scenario: A member of the cooperative needs to press apples from her tree to cider. But she does not want to buy and maintain a cider press. Instead, she uses the cooperatively owned cider press for a fee (which might be paid in cider to be sold to members, sold to raise money for the cooperative, or contributed to the community).

Goal(s): To allow members to borrow (or use in place) tools that they may be unwilling to own.

Requirement(s): Storage facility; maintenance; tracking system

Enabling factor(s): Tools in the community; expertise

Outcome(s): People can produce food more efficiently and economically.

Augment the Fruit Tree Project; preserve annual fruit harvest

Scenario: A member of the cooperative wants to make applesauce and dried fruit, but does not have fruit trees. Through the cooperative, she is able to go and help pick fruit from trees in the community, some of which she keeps, some of which goes to the owner of the trees, and some of which is given to the community (before or after processing). Working in collaboration with other members of the cooperative, using tools belonging to the cooperative (e.g., pressure canners, dehydrators), she preserves the harvest of fruit for her own use and for the use of the cooperative.

Goal(s): Reduce amount of food wasted; reduce bear incidents in the community; increase amount of local fruit available to members of the community; educate about tree care.

Requirement(s): Tools for picking fruit (ladders, baskets, etc.); organizational structure; transportation; processing facilities; tools for processing fruit.

Enabling factor(s): Huge number of untended fruit trees in the region; existing Fruit Tree Project and Bear Aware; ladders; pressure canners; dehydrators; cider presses; Open Air Market and other venues for selling preserved fruit.

Outcome(s): Less fruit is wasted; people are better fed.

Community resource library (books, magazine articles, etc.)

Scenario: A member of the cooperative is interested in researching technical information pertaining to home food production or preservation. She is able to consult free resources available through the cooperative, and get help finding the information she is looking for.

Goal(s): Collect together unused books and other resources pertaining to the activities of the cooperative and make them available to members.

Requirement(s): Books; magazines; CDs; storage space; filing system.

Enabling factor(s): Many books and magazines in the community.

Outcome(s): People have easier access to information on growing and preserving food.

Community composting

Scenario: Members of the cooperative compost their own kitchen scraps (and other scavenged materials from the community) in a common area, in order to supply themselves and other members of the cooperative with compost to use in growing food. The cooperative can also sell some of this compost to fund its activities.

Goal(s): To keep organic materials out of the waste stream; to produce compost for food production.

Requirement(s): Common storage facility; means of transportation; composting bins.

Enabling factor(s): Existing interest in the community for reduced waste and more compost; expertise.

Outcome(s): People have access to high-quality compost for use in improving soil quality.

Community seed-bank

Scenario: Members of the cooperative work together to plan and grow seed-saving gardens, in order to augment the supply of seed produced locally, contribute to Seedy Saturday, and possibly provide a source of revenue to the cooperative.

Goal(s): Increased food sovereignty through control of local seed supply; strengthen Seedy Saturday; educate about seed-saving.

Requirement(s): Storage facility; filing system; information.

Enabling factor(s): Existing Seedy Saturday organizers and participants; other seed-saving efforts in BC and elsewhere; many local growers whose gardens could be used to raise plants for seed.

Outcome(s): People are more aware of the importance of saving seed locally and know how to do so. This region has a seed-bank to reply on in case of emergency.

Chicken- and rabbit-raising

Scenario: A member of the cooperative is interested in raising chickens for eggs, manure, and insect control, but does not know how to house them or care for them. Through the cooperative, she is able to learn how to build a chicken house, and how to care for her chickens.

Goal(s): Provide small-scale growers with access to manure; eggs; meat; pest control.

Requirement(s): Tools; expertise; materials; local network of chicken-breeders; cooperation from local governments; education.

Enabling factor(s): Existing chicken farmers; interest in poultry and other small livestock in the city; need for nitrogenous fertilizers.

Outcome(s): More people are raising small livestock; more manure fertilizers available locally.

Workshops, work parties, and social opportunities

Scenario: A member of the cooperative is interested in learning how to start a new garden bed. The cooperative plans a work party at someone’s home to convert some backyard space into a food-producing garden, and members are invited to contribute labour in return for credit to be applied to some other good or service provided by the cooperative.

Goal(s): Spread skills and knowledge throughout the community; involve members of the cooperative in the cooperative’s activities; build community.

Requirement(s): Organization.

Enabling factor(s): Existing interest in workshops and other opportunities to share expertise.

Outcome(s): More members of the community have more expertise related to growing and preserving food.

A few weeks ago I posted some thoughts here on the agricultural potential of Texada Island, based on a document just released by the Powell River Regional District (PRRD). Texada Island is Area D within the PRRD. In that previous post I mentioned several strengths that support the idea of a positive agricultural future for Texada, such as favourable climate, soil, water, and proximity to markets.

This week I’d like to follow up with a few thoughts about agricultural  opportunities, starting with a general statement from the PRRD report, entitled “Powell River Agricultural Plan — Economic Development Discussion Paper,” by consultant Gary Rolston.   Here’s a summary of the paper’s comment on agricultural opportunities for individuals:

It is difficult, if not impossible, to identify opportunities for individual operators without knowing the individual or the resources they have available to them. This has happened in the past. An “opportunity” is identified to a broad audience. Several people get into the business at the same time and the market is saturated before the first product is available for sale. Opportunities are created by people who have the ability to evaluate trends that suit the resources they have available and can have products available for market when demand is strong. [my emphasis]

The paper goes on to identify three possible “opportunities” for individuals in our region: developing an abattoir or food processing facility, creating value-added products from local produce, and starting a vineyard/winery. Hmm. If you’re interested in making value-added products, wouldn’t that require some kind of food processing facility? Would it be cost-effective for an individual to create such facilities?

As for making wine, I’ve noticed that our region, including Texada, already has affordable custom wine-making services available, and it’s not that difficult to ferment your own, either. Since wine is a discretionary food purchase (unlike, for example, vegetables, grains, and other food staples), and given the many imported wines I see for sale at Texada’s grocery stores, perhaps that market is a bit “saturated.”

So, are there any opportunities that don’t require a large up-front investment in processing facilities?

One possibility not mentioned in Rolston’s paper is growing winter salad greens and vegetables. As about fifty of us heard from Carolyn Heriot at a Texada Garden Club-sponsored workshop in August, almost all greens and vegetables are currently imported into our region during the cold months of the year. She lives near Victoria, and claims to have found a strong demand in her area for fresh local vegetables that can be grown and harvested all during the winter — because the imported stuff isn’t so fresh and is rather expensive as well. Carolyn is author of a best-selling BC coastal gardening book, A Year on The Garden Path, and also sells coastally-adapted seeds (see her website at http://earthfuture.com/gardenpath/Lectures.htm for more information).

Admittedly, our rural island isn’t quite as affluent as the urbanized Vancouver Island market that Carolyn sells to, but it would be a huge accomplishment if local farmers could meet Texada’s needs for fresh produce in the winter. We could also export fresh produce to Powell River if the cost of distribution and marketing could be kept reasonable.

Which brings up another type of opportunity: cooperation among local farmers and eaters in the financing and operation of local food processing facilities, including possibly an abattoir. Texada has few land-use regulations that would get in the way of setting up a small-scale food-processing facility. But do we have the entrepreneurial spirit and financial resources capable of competing with the industrial food system? And could we do it in a way that wouldn’t endanger the livelihoods of our neighbours who work in our local grocery stores?

In a previous post I wrote about the need to start talking and thinking about how we might address some of our challenges through collective action. Lately, the idea of starting up cooperatives seems to be cropping up more and more frequently, one of its manifestations being the new Working Group on Cooperatives under the auspices of the BC Food Systems Network. The purpose of this working group is to act as a provincial clearinghouse for groups looking at the cooperative corporate structure as a way to work on food security in the community. And there is a conversation going on locally within the Transition Town Powell River (TTPR) group about the role that cooperatives might play in taking action on the challenges posed by resource depletion, climate chaos, and economic downturn.

Here is something I wrote about my vision for a food-security cooperative in a recent email thread among some of the members of TTPR:

I can see a local cooperative which exists to identify potential sources of common wealth (gleaning, foraging, growing, fishing, hunting) and create a supply chain between provider and consumer which pays the former with dignity and rewards the latter with delicious food. I like the idea of creating a sort of free-floating laboratory of different projects: so if one person wants to gather fruit and make wine, and another person wants to buy bulk ingredients and make fresh pasta, and another person wants to create a ‘cow-op’, then all they need to do is present their idea to the members of the cooperative and see who wants a piece of the action. The co-op exists to make sure that everyone plays fair, money is tracked responsibly, decisions are made in a correct way, and other policies are followed (e.g., I strongly believe in paying a share into the community via charities, soup kitchens, food bank, etc.).

Just over a year ago, when I was engaged in a previous series of conversations about starting up a local food cooperative, I put some of my thoughts down on paper. I’m hauling this paper out now since the signs are propitious that we can start a conversation about this. There is not much in it that I would change after a year of letting it sit and ferment; but I’m sure that we can think of ideas that should be in here. I intend to use next Sunday’s Celebration of Local Food event, co-sponsored by Transition Town Powell River and the Powell River Food Security Project, as an opportunity to advance the conversation about cooperatives a little bit.

This week’s post is more about the reasons for favouring cooperative solutions to the challenge of building a resilient regional food economy. Next week’s will address some of the projects that such a cooperative (or network of cooperatives) could tackle. I take for granted that there are good reasons for wanting to develop a regional food economy and start out by trying to figure out what some  of the pieces of that economic system might be. The central idea of a cooperative is that it makes the best possible use of limited resources, by finding ways of spreading them around — as opposed to the corporate model which aims to take abundant resources and make them artificially scarce so that their cash value is as artifically high as possible.

The shift to a more local food economy will take place on different scales: individual, family/household, group/neighbourhood, municipality, and region.

Individual

Individuals can participate in the local food economy by contributing skills, labour, or tools to the common effort. We will need more people with more skills contributing more labour, making use of common tools, and creating economic activity.

Family/household

At this scale, participation in the local food economy means providing for household food security: home gardens and food preservation and storage, in particular, are activities ideally suited for families and small groups.

Group/neighbourhood

At the scale of the larger group (e.g., church groups, service clubs) or neighbourhood, it becomes feasible to set up community efforts; e.g., community gardens, shared greenhouses, work parties, etc.

Municipality

The government of the City of Powell River has the power to affect the implementation of a local food economy, by imposing or relaxing regulations that affect people’s ability to produce and distribute food; e.g., regulations controlling animals in the city, growing and selling produce, composting, etc. The City is also a potentially valuable partner in funding food security initiatives which would benefit the whole City, such as community gardens, community and commercial kitchens, and so on.

Region

At the regional level, it makes sense to think about how to implement procedures for producing, storing, and distributing food that can serve the needs of the entire region, and possibly intersect with regional emergency preparedness, Area Agricultural Plans (AAPs), and other policies and processes that impact the region as a whole.

A cooperative or network of cooperatives should be able to organize efforts at whatever scale is appropriate. Since it is an enterprise with the mandate to serve the whole community equally and does not generate profit for a limited number of shareholders, a cooperative should be relatively immune from conflicts of interest or favouritism. Ideally, it can be everyone’s chosen vehicle for accomplishing the goal of building a local food economy.

This shift will require a high degree of cooperation, communication, and mobilization of shared resources (skills, labour, and tools).

We do not have enough of these resources available locally, and what we do have is not distributed equally throughout the community.

But we do have considerable resources available in the community: skilled and knowledgeable people, many of them elders; young people able and willing to work on building a local food economy; tools and resources such as land, rototillers, and greenhouses.

In order to build on what we have now, and start building more for the future, we need an organization to network in the community and provide stability and guidance towards a local food economy.

We cannot rely solely on government-funded or corporate solutions to make the shift quickly and broadly enough.

There are many community initiatives currently working on various aspects of a local food economy: the Farmers’ Institute, the Agricultural Association, the Food Security Project, the Fruit Tree Project, Good Food Box, Food Bank, 50-mile eat-local challenge, etc.

Many of these organizations and initiatives exist on scant and unreliable funding. Getting the work done depends on and commitment by voluntary associations and volunteer labour. It is difficult to assure continuity when organizations and the individuals within them are spread thin and constantly in search of funding.

For–profit corporations exist to provide a return on a capital investment. There is a place in the local food economy for many privately controlled businesses to prosper and provide valuable goods, services, and employment. But there is also a place for organizations which exist to provide a return to the entire community, in the form of food security and a stronger sense of community and common cause.

The ideal solution is to create an organization which democratically represents the interests of the entire community, is open to participation by anyone who wishes to contribute time or energy, and (crucially) is engaged in developing and sustaining itself from new economic activity within the community, rather than relying on funding from outside the community.

The community-building function of a cooperative is an essential part of our plan. People are isolated, powerless, and dependent on a globalized food industry that is out of their control. We aim to give people the tools they need to take control over their own food security and to exercise genuine democratic involvement in their community.

A cooperative or network of cooperatives is best able to marshal the resources and deploy them at the appropriate scales in order to develop a resilient local food economy.

Activities depend on three essential resources: skills, labour, and tools:

Skills are things that people know or know how to do.

Labour is the time and physical effort that people put into doing things.

Tools are the physical resources that people use in order to do things.

Skills

Collecting, organizing, and distributing information is going to be enormously important. For-profit enterprises typically make no explicit commitment to the free sharing of information; in fact, they often benefit from hoarding information. Our cooperative will make an explicit commitment to make information freely available to those who benefit from it.

The most effective way to transfer skills is to give people opportunities to work together. The cooperative should organize work parties and workshops that members can attend in order to acquire skills and knowledge by doing, rather than in a more academic setting.

Older people in the community are priceless resources. Many of them grew up in a time when it was common for families to grow and preserve some of their own food, and they are eager to pass these skills on to younger people.

A local resource library is one good way to give people access to information. A cooperative can easily take donations of books, old magazines, and other sources of information on any aspects of a local food economy. These resources can be housed somewhere, catalogued, and made available to members of the cooperative for free or for a nominal fee.

Labour

There is a huge amount of work involved in producing food and making it available to the community. We’ll need highly trained farmers able to use a variety of methods and work on different scales of production. We’ll need experts in preserving food for later use, whether this means freezing, drying, canning, pickling, or other methods. And we’ll need more people who know how to prepare delicious healthy meals from locally-produced ingredients. Much of the knowledge is out there in the community; we need to harness that knowledge and those skills and start finding ways of making them part of the local economy.

Building up areas of the local food economy that can support year-round, well-paid jobs is going to take some time and a good deal of experimentation and persistence. But as many people acknowledge, we must begin somewhere and constantly seek new opportunities for creating employment.

One promising area for job-creation is in maintenance of people’s food-producing gardens. It is possible that more people would be willing to grow food in their backyards if they were able to have the garden maintained when they are away on vacation.

The proven viability elsewhere of the SPIN Farming model (e.g., Victoria, Parksville/Qualicum, Vancouver, etc.) suggests that the cooperative might be able to provide members with jobs and services by using people’s properties for food production.

Tools

Tools comprise everything from books, hand tools, seeds, and compost bins, all the way up to large expensive resources such as rototillers, walk-in fridges, apple presses, and greenhouses. It is uneconomical and wasteful to expect people to have their own rototillers when a commonly owned one will suffice. Tools owned by the community, used for the benefit of the community, will allow us to develop a local food economy as efficiently as possible. And many of these tools are lying around waiting to be picked up, repaired, and made available.

There is no organization in the region which aims to provide people with greater access to the tools needed to help them become more self-reliant in food production. All that is needed is a storage space and a system that allows people to use these shared tools when they need to. A not-for-profit cooperative could also allow people to make tax-deductible donations of tools and other infrastructure. We believe that people would be happy to make donations for the benefit of the community.

We need to salvage as much as we can. It will almost always be cheaper to overhaul existing resources than to purchase or construct new ones. The region is full of abandoned vegetable gardens, greenhouses, tools, and other valuable resources. In the spirit of doing-it-yourself and creating minimal waste, we need to encourage as much salvage and re-use as possible.

Yesterday I missed my self-imposed posting deadline because Linda and I were out gleaning apples and pears. Texada Islanders are fortunate to have inherited a legacy of a few dozen century-old farms and orchards, some of which lie abandoned today. Typically, the farm buildings have vanished, and formerly productive fields now lie quietly under a canopy of alder and Douglas fir.  You have to know where to look to find these old farm sites.

But the orchards remain.  Sometimes they’re engulfed amid towering Douglas firs and thus rarely bear much fruit, but yesterday we were fortunate to find a bounty of heavily-laden heritage apple trees ready for picking, and so we gleaned. In some cases permission is required to glean, and in other cases the old orchards are publically accessible.

We obtained permission as needed, and took home fruit that otherwise would have fed a few deer or rotted on the ground. Today, we’re busy making apple and pear sauce, jam, and fruit leathers. There’s a delectable aroma in the house today, and a feeling of well-being as we prepare a supply of locally-grown goodies to last until next summer.

Alas, today — even as I write these words — something quite different is happening to about 20 acres of young alders which happen to grow under the 500-kilovolt power lines that cross Texada’s midriff. This is the day those young alders will begin to die, as they are girdled with a herbicide, sprayed one “stem” (tree) at a time. This is the doing of British Columbia Transmission Corporation (BCTC), a spin-off of BC Hydro that’s now responsible for maintenance of high-voltage transmission lines, among other things.

The herbicide, a poison that targets only broadleaf trees, is advertised by BCTC as harmless to other plants, animals and ground water. It is being applied by an off-island contractor, supposedly all in one day. BCTC claims that it will not be necessary to apply further herbicides on this acreage for up to 30 years, except for some minor touch-ups next spring.

Something had to be done to those alders now because they were growing too close under the powerlines. BCTC acknowledged that Texada’s Official Community Plan (OCP) contains language opposed to spraying herbicides or pesticides on this island. Most other organizations that regularly engage in maintenance of roads, gas pipelines and the like have respected Texada’s OCP.

After some prodding by our regional district, BCTC seemed at first to respect local opinion on this issue when it belatedly invited proposals for alternatives to spraying, such as manual and machine removal of the trees. The corporation actually received just such a seriously thought-out proposal last week from a local logging contractor qualified and willing to do the work. And local loggers sure do need the work, with logging itself at a near stand-still.

Obviously, the corporation chose spraying instead, albeit very targeted spraying in an out-of-the-way location that most Texadans won’t ever see. But there is a connection, in my opinion, between what is happening to those alders and our island’s gleaning tradition. I knew, as I picked apples, that nobody had sprayed any poisons anywhere nearby. If we let BCTC and others start spraying here unchallenged, will we still find it possible to grow clean and healthy food on our island a few years from now?

We need to do better in the future.

We’re just about halfway through the 50 days of this year’s 50-mile eat-local challenge, which goes from Sunday August 9 until Sunday September 27. On August 9 we held the first ever Edible Garden Tour, which showcased thirteen gardens from Lund down to Lang Bay where people are using a variety of techniques to grow food in a variety of conditions. From backyard lasagna gardening experiments to a demonstration garden and a community garden, and with all kinds of gardens in between, it was a really good opportunity for gardeners and would-be gardeners to see how other people are tackling the eat-local challenge by eating as locally as possible.

This is the third year that I’ve been involved in organizing the eat-local challenge; in fact, the famous ’50-mile diet’ was one of the first things I knew about Powell River before I moved up here in late 2006. And one thing I’ve noticed is that there are far more people eating locally than you might know from the number of people who sign up. In fact, quite a lot of people, when asked if they want to sign themselves up for the eat-local challenge, say something along the lines of, “But I eat locally all the time!” I’m sure that many people out there reading this can understand that response, since the idea of eating locally is really a part of the culture here, at least for a significant chunk of the regional population who have homesteading in their personal or their family’s history — or for those like me who moved here with the intent of getting closer to the sources of our food.

Another theme which has really jumped out at me this year is the number of people who feel that the eat-local challenge needs to be kicked up a notch. After all, just about anyone can go 50 days in the height of summer eating something like half of their daily food from sources within 50 miles of where they live; this is not entirely without some challenges and a certain amount of effort, but it can be done and it’s not a terrible hardship. But just try doing it in the winter! In the summertime, you can go to the Open Air Market, to numerous farmgates, and you can find local food at the fruit truck and at some of the grocery stores. In the winter, though, if you haven’t taken steps to put food by, you’re going to have a hard time finding local produce at any price. The upshot is that a wintertime eat-local challenge has to start in the summertime, while fresh food is abundant and while there’s time to plan and plant a winter garden. Of course, many people are busy right now canning, freezing, drying, and pickling, which are age-old techniques for preserving the harvest for leaner times. But if we were serious about eating local food year round, we’d all have to be doing this, and in serious quantities. Instead, we rely on the grocery stores to get us through the winter.

And this doesn’t even touch on all the foods that we don’t grow here, or grow in such small quantities that it barely counts:

  • Meat, dairy, poultry: I’m putting these at the top of the list, because — although we can obviously produce them here and in pretty serious quantities if need be — the government in its wisdom has seen fit to clamp down on small-scale production of animal products. This situation is still unresolved, and constitutes on of the most serious obstacles to a local food economy. What are we supposed to be doing about this situation? Will the grocery stores always supply our needs?
  • Grains: Imagine the amount of wheat, corn, oats, and other grains consumed here every day. Should we even be trying to grow these here? Many people are interested, and I am seeing some interest in a local grain CSA. Is it feasible? Can we produce these grains at anything like a reasonable cost?
  • Beans: A similar situation, except that beans are pretty easy to grow here. Although the amounts required are enormous. How can we approach the sort of commercial scale required to make a real farming enterprise out of this? Again, can it ever be economically realistic to do so?
  • Oils: Sunflowers certainly grow well here, and of course animals can provide oils for some uses. But again, imagine the amount of production needed to supply the needs of the region. How did people handle this in the days before importation of almost all food? I’m guessing that lard and other animal fats were pretty much a staple.
  • Spices, tropical/sub-tropical fruits & cocoa, coffee, etc.: There are some foods that we cannot grow here. That’s always been the case and always will be. We can try to find substitutes, or we can accept that no region can ever be completely self-reliant.

When you take a look at a list like this, imagine the amount of food passing through the tills of the grocery stores in the region, and then contrast that with the puny amounts of food produced locally, it’s enough to make your head spin. Are we even producing 1% of our local consumption? I’m not sure it adds up to even that minuscule percentage. But just because the task ahead of us looks Herculean, that’s no reason not to tackle it. The question you have to ask yourself is: why should we care? Why not continue to rely on the amazing global food industry, which brings us food from around the world at all times of the year?

What motivates the people who commit to eating locally, whether for 50 days at the height of the summer or all year round? I believe that for many of the people who make a commitment to local food, it’s worth growing, preserving, and hunting down local food for many reasons. But not the least of these reasons is the pure satisfaction — which is at heart an aesthetic pleasure — of connecting in the most primeval way possible with our surroundings. A strawberry from the garden certainly tastes more delicious than a strawberry from the grocery store, protected during its world travels by a pathetic plastic clamshell. But the strawberry also tastes better, and pleases us on a deeper level, because it is the fruit of our very own soil. It is as much a part of the place we live in and care for as we are. There is something genuinely spiritual about this connection to our food, and sadly this is a connection that many people have lost or have never had. The fight to save local food (and it is a fight, make no mistake) comes from the desire to save something whose passing from the world can never be replaced: the wonder of bringing our food into being, caring for it, harvesting it and preserving it, and creating meals that sustain our bodies and our spirits. The cultural importance of these activities is huge, but like so many things in our world, they get swamped in discussions of economics and efficiency.

Eating locally is an act of cultural preservation. And I think that most of the people who are drawn to the eat-local challenge understand this on some level, even if they’re not easily able to express it. And that’s why it is not going to stop growing, getting a little bigger and more visible each year. It’s a long game, but we have nothing to lose but the best food in the world.

Anyone who accepts that the threats posed by peak oil (and general resource depletion), climate chaos, and economic meltdown are threats to be taken seriously must wonder how we’re supposed to get from here to there. Here means a society deeply dependent on fossil fuels and committed to endless economic growth. There means… well, that’s the big question, right? Anything other than the status quo — or the status quo only more of it — is hard for us to imagine. Much of the long and complicated work of our local Transition effort will revolve around the re-imagining of the future of this region; and to make that re-imagining happen, we first need to understand that we have the power as citizens to design the future we want to see and then work together to build it.

This is a massive task, and in order to be successful it will require collaboration and the creation of many new projects designed to strengthen our ability to provide food, affordable shelter, water, jobs, education, medical services, and all of the other goods and services which support the life of our region. To the extent that providing these goods and services now depends on excessive use of fossil fuels or other scarce materials, to the extent that they create excessive atmospheric pollutants, and to the extent that they actually undermine the local economy, we will want to create alternatives out from under the current system.

I admit that it’s hard to know what this is even going to look like. And my reading of many of the leading ‘post-peak’ thinkers (e.g., Sharon Astyk, John Michael Greer, Richard Heinberg, Rob Hopkins, James Howard Kunstler, Dmitry Orlov, among others) tells me that none of them knows much more about what to expect than I do. The solutions they are advocating are all about preparing for as much as possible, given some reasonable assumptions about what we can expect to be coming at us. The idea is not to prepare for this or that specific thing so much as it is to become resilient in the face of whatever might be headed our way. And much of that preparation is pretty basic stuff, good common sense, and falls into what Sharon Astyk has written about under the name of “The Theory of Anyway“, which is to say: the things we should be doing anyway, whether or not there are crises forcing us to change our behaviour.

One of the very basic things which we should be doing anyway is being good stewards of all of the assets in our community. That we are not succeeding at this is obvious in every clearcut, every polluted waterway, every improvised roadside dump. We are going to have to reduce the amount and impact of our wasteful and environmentally destructive behaviour as resources become scarcer and more valuable.

One community asset which is currently being wasted more than it ought to be is fruit. There are countless abundant fruit trees throughout the region, and many of them drop their fruit each year because no one cares enough for the fruit to gather it and preserve it. After all, apples, pears, and other fruits are easily available year-round in our grocery stores, and cheap — especially when you consider that often they come from halfway around the world — so there is no huge impetus to make sure that we scavenge every last fruit from every last tree in the area.

But it is sad to see good food wasted, especially when people are going hungry around us. So for the last four years the Powell River Fruit Tree Project, a small but scrappy community initiative, has been working on a next-to-zero budget to see that as much fruit gets saved and used as possible.

Here’s how it works: the owner of fruit (or nut) tree who wants the fruit harvested contacts the coordinator of the Fruit Tree Project, Anne Michaels. Anne arranges for a team of volunteer pickers to go to the property and pick the fruit. The standard arrangement for distributing the fruit is that one-third goes to the pickers, one-third to the owner of the tree, and one-third to a local food pantry or other charitable organization to be distributed to those in need. But that arrangement is flexible, since sometimes the owner of the tree is happy simply to have the fruit picked and taken away, if only to reduce the risk of having a bear come and do it.

Anne is working hard to see this project expand. She is hoping that the Community Resource Centre in Powell River will be home to some fruit-preserving workshops and work parties this year. One of the difficulties in past years has been that the charitable organizations struggle to give away fresh fruit during the summer months, and there has been no way in previous years to can, freeze, or dry the harvested fruit so that it can be stored and distributed year-round. Now that the Community Resource Centre has a fully operational and inspected kitchen, the Fruit Tree Project can use that kitchen to preserve fruit for later use. Anne is planning to dehydrate a lot of the harvested fruit, in the hopes that dried fruit and fruit leather will be a product that can bring a little money into this perpetually cash-strapped project.

Anne also talks about expanding the project to take in more than just tree crops. What if we could arrange for crews of gleaners to swoop in when homeowners have more lettuce, beans, or (most likely) zucchini than they know what to do with? What if those crews could be sure that this fresh local food could get to those in need, via local soup kitchens or food pantries? And what if enough money  (or another form of exchange) could flow through this project to pay for a coordinator, for some equipment, or for the use of the kitchen facilities?

What if there were a whole regional network of gardens producing food which could be assured of not going to waste, because all homeowners knew that the community gleaning team were just a phone call away? If the volunteers could be paid either in gathered food or in some other form, such as a local food-backed currency which could be exchanged at any time and not just during the time of harvest? What if more people in the community were able to learn the skills involved in safely preparing and preserving the summer harvest against the long cold wet winter months?

And what if all of this activity were generating true economic value? How could it not? This would be food produced in the region by people who live here, harvested and shared among other people in the region, producing jobs and stores of food for anyone willing to work.

Somehow we have to get from here to there. And the only way to do that is to start with what’s here, now, and try to make it get a little bigger and a little better each time around. Fifty miles, fifty days, fifty percent (or more)

This year, we will be celebrating the fourth annual Powell River eat-local challenge, also known as the “50-mile diet”. This event is our very own regional spin on the 100-mile diet, which started out with two Vancouverites named Alisa Smith and J.B. MacKinnon, who decided to try to spend an entire year eating only food from within 100 miles of where they lived.

Alisa and J.B.’s main reason for carrying out this experiment was to learn about the ins and outs of eating from sources as close to home as possible. And they certainly learned a lot, experienced some real difficulties and challenges, and in the end wrote a book about the whole thing. In this day and age of increasing sensitivity to the ‘carbon footprint’ of food, one way we can control the fossil fuel consumption of the food we eat is by eating food which is produced close to us. And the idea of spending a period of time devoted to eating local food is catching on in all kinds of places.

Meanwhile, as those two were just getting going on their year of eating locally, Lyn Adamson, the Program Director at Career Link in Powell River, caught onto the idea and decided to start a similar project up here. But, this being Powell River, she had to go and change the formula: since the extra 50 miles doesn’t really get us much more food production, we limit the radius of the foodshed to 50 miles (80 km, more or less). This takes in the entire Upper and Lower Sunshine Coasts, much of the east coast of Vancouver Island from Campbell River down to Nanaimo and inland to about halfway across the island at its furthest point.

The idea is simple: anyone who wants to participate is welcome to do so at their chosen level of participation. The usual ‘entry level’ is 50%, meaning that you will attempt to get half of the food you eat from sources within 50 miles of where you live. Some participants go for 75%, some for 95%, and the real hardcore cases might go for 100%, although that level of commitment is not for the faint of heart. Like most diets, it works better if you can convince the other people in your household to go along with it — no one wants to be eating local potatoes and kale while surrounded by others eating Chilean grapes, Thai mangosteens, and Turkish taffy. That’s just not fair.

The period of the eat-local challenge has traditionally been six weeks, but this year we have decided to step it up a little bit in the interest of getting the numbers to line up. So we’re proposing a 50-day stretch to go with the 50 miles. Right now it looks as though the challenge will begin on Saturday August 9, 2009 and will end on Sunday September 27, 2009, which is the second day of Powell River’s annual Fall Fair.

What do participants get from being part of the eat-local challenge? First of all, they get a sense of how difficult it is to eat even half of our daily intake from nearby farms and gardens. In the summertime, this region produces a considerable amount of vegetables and fruit, but very small amounts of grains, legumes, meat, poultry, dairy products, oils, sweeteners, and other components of a balanced diet. Even getting your hands on local produce is not always simple: some of our grocery stores might carry produce from this region or from within the 50-mile radius on Vancouver Island. You’ll have to get good at asking questions and snooping around. The best place to buy really local food is directly from a farmer or at one of the markets in the region (the Open Air Market just outside of the City of Powell River, or the Texada Farmers’ Market).

Even if you do have good access to one of these markets or to a local farmer’s farm-gate, of course there are many necessities you will have to do without. There is no significant grain production within the 50-mile radius, and that means no bread and no pasta (and no cake! unless it’s potato cake). People talk about the Three Killer C’s: coffee, citrus, and chocolate. Citrus we might just about get away with— I have heard tell that some locals are getting lemon or lime trees to grow in a greenhouse, but if they are you can be sure they’re hoarding the fruit. And no way are we about to have any cacao or coffee plants growing here anytime soon. So either you go without or they fall into the percentage of your intake that can be non-local.

Here’s a good experiment: take a look in your fridge and cupboards and ask yourself for each item you see there:

  • Is this from within 50 miles of here?
  • If not, could it be produced within 50 miles of here?
  • If it could be, is it being produced in sufficient quantities that it could supply the needs of the local population?
  • If not, why not?

These are questions which anyone who has participated in the eat-local challenge has to ask themselves repeatedly for 50 days (and nights). Doing this is an amazingly powerful consciousness-raising tool: once you have examined where all your food comes from, you will have more respect for our local food producers. Quite possibly you will feel a new desire to grow some of your own food, or — if you are growing food already — a commitment to producing more food next year.

In my work as coordinator of some of the local food security efforts, I have talked about the 50-mile challenge with many people in this community and elsewhere. Sometimes people who are aware of the challenges of eating locally will disparage eat-local challenges because, as they say, we already know that we don’t produce enough food locally for everyone’s needs, so why go through this big exercise every year to prove the same point over and over? I think the best answer is: because the eat-local challenge is about more than just proving something which could as easily be expressed in the form of a chart. It’s about:

  • educating individuals about where their food comes from;
  • bringing families and households together in a common project;
  • getting the community thinking and talking about its food production, present and future;
  • creating positive connections in the community among food producers and food consumers, and among people sharing ideas, recipes, and (above all) food;
  • demonstrating to ourselves and to our politicians that there is public interest in eating more local food.

This year I will be part of a team of eager organizers. If you would like to get involved with the fourth annual eat-local challenge, please contact me. We are hoping to kick things off this year with a tour of local productive food gardens, in the hopes that that might inspire people to start growing more food. We have all kinds of ideas about involving local restaurants and grocery stores. We would like to have lots of information going around the community about where the eat-local challengers can find food: weekly emails, blog posts, possibly even a podcast! Potlucks and other opportunities to get together and compare notes and progress. T-shirts. Local art from local artists. Maybe some kind of a celebration at the end, with prizes and a final local food banquet.

From global outposts to local heroes

We spend most of our food dollars at our local grocery in Van Anda. For some reason that I’ve never understood, the store still carries a large “Lucky Dollar” sign that overshadows the newer, more tasteful “Texada Food Market” sign carved in wood. Anyway, this is OUR store.  The people who own and staff the store are friends and neighbours. It feels good to shop there because it’s so personal – we know a lot about the store, and the storekeepers know us.  We shop in this store most often because we happen to live closer to Van Anda than Gillies Bay, but occasionally we also enjoy shopping at the Gillies Bay General Store. It’s got an excellent deli and hardware section that nicely complements the grocery store itself.

As for the Texada Food Market, we plan many meals knowing the store’s delivery schedule for fresh produce, and Jamie the superb in-store butcher goes out of his way to phone us when he’s concocted a new version of turkey sausage he thinks we might like. We especially appreciate the opportunity to special-order case lots at a discount. The store manager, Rosalie, does a great job of finding the items we’re looking for, then getting them delivered here. Some of our recent bulk purchases include organic extra-firm tofu made in Vancouver, olive oil (a special brand we like, from Greece), organic rice from California, and canned wild salmon from Alaska.

Notice the geographic spread of our food sources. We may live on a small island, but the world is our food supplier, just like people throughout the industrial world. In reality, our very personal and much-appreciated Van Anda and Gillies Bay grocery stores are merely outposts of the global industrial food system. There’s not much local or regional food for sale in the Texada Food Market (except dairy products from Vancouver Island and tofu from the Lower Mainland), but that’s not because of some restrictive store policy. It’s more because local food producers, who generally offer better products than anything in the global food system, receive more income by selling directly to their customers, or through the Texada Farmer’s Market.   There aren’t many commercial local food producers to begin with on Texada – and none who can compete with the global food system on price. Plus, the provincial and federal governments have become de facto parts of the global food system, using their regulatory powers to stifle small, local food producers (BC’s new meat regulations being a prime example).

One of my favourite writers, Kentucky’s famed farmer-writer-poet Wendell Berry, once observed that agriculture is the foundation of all human economies. If we want to create a stronger local economy on Texada Island, then producing more of our own food would be a great place to start. But how can we include our local grocery stores in this effort? They may serve as outposts of the global food system today, but we’ll need them even more in the future, when the global system no longer functions reliably.

That’s one of my key assumptions about life in today’s world: that the global food system is much more vulnerable than it appears, especially to energy price spikes and economic turmoil, let alone calamitous events such as a possible global flu pandemic. As the global system first hits a few bumps, then starts limping and finally just stops working reliably, Texada’s little groceries in Van Anda and Gillies Bay can gradually become our focal points for a community-based effort to grow, store, process and distribute food.

This past weekend, as part of my work with the Powell River Food Security Project, I hosted something I called a “Food Skills Weekend“. This consisted of a series of workshops and talks on improving our personal and community-level self-reliance and resilience with respect to our food supply. We had one workshop on increasing our capacity to produce food in our own backyard, led by Robin Wheeler, edible landscapist extraordinaire; local canning whizzes Nicole Narbonne, Will Langlands, and Peggy Fedor presented two workshops on the basics of water-bath and pressure canning; and wild plant aficionado Brian Lee took us on a wild plant walk around Powell River to learn about some of the wild foods in our area.

Among all of that, Robin led two workshop/discussions on the importance of breaking down barriers that get between us and increased resilience. Much of this conversation consisted of talking about what prevents us — as individuals — from becoming better prepared in the home and garden, and what prevents us — as a community — from working better together to increase resilience at the level of the neighbourhood, town, district, or region.

This is a valuable and an essential conversation to be having.

When we think of becoming more food-secure in our own homes, we can think of certain assets we can work on creating:

  • a thriving garden;
  • a well-stocked pantry;
  • a kitchen where we can prepare healthy meals;

And creating each of these assets might require that we work with others in the community who can help us acquire the necessary knowledge and skills. In some cases, we might achieve economies of scale by working with others; a good example here are old-fashioned canning bees, which allow us to put large amounts of food by at one time by working together.

Community food security consists of the sum total of individual and household food security plus the sorts of resources which exist to serve larger groups within the community. Farms, farmers’ markets, buyers’ groups and cooperatives, garden-sharing networks, community dinners, food pantries and food banks… all of these are ways of organizing food security at higher levels and building resilience into the local food economy.

Many people around us are aware of the importance of food security and are concerned about the fragility of the global food supply, especially in a time of economic uncertainty. All over our region and elsewhere throughout the world, people are having conversations about how to increase their control over the food that they eat, how to create community around food, and how to develop a robust local food economy. This is a huge topic, but I want to focus here on personal and community food security, and especially on how we can start to create more initiatives which will allow us to become more self-reliant without having to spend all of our time and energy gardening, canning, and cooking.

So, what are the skills, areas of knowledge and know-how, and capacities that add up to personal food security? Let’s look at three pretty basic ones. In each case I want to briefly outline what I’m talking about and also think out loud about some of the ways we can make it easier for people to acquire the necessary skills or take advantage of other people’s skills and work.

I. The ability to produce food

This is a huge domain of knowledge, skills, and experience. It covers everything from planning a garden and selecting seeds to rotating crops, using water efficiently, building soil, choosing amendments, and many many more practical and theoretical skills. (I’m setting aside some other ways of producing food, such as foraging, hunting, and fishing.)

How can we make it easier for people?

Some people are simply unable to grow food for themselves. Maybe they lack the necessary space; or the time it takes to do all the planning, planting, weeding, watering, and so on; or they are physically unable to do some of the strenuous work. There are businesses springing up all around which use urban lots to grow food, and about as many business models as there are businesses: some grow the food for the homeowner; some use lots as urban farms and sell the produce; some are more like a Community-Supported Agriculture (CSA) model, which produce food for subscribers. These sorts of enterprises — whether structured as for-profit corporations, not-for-profit community initiatives, or cooperatives — are necessary because we are unlikely to find ways to free up people’s time or make them more physically able to work in the garden.

So how can we encourage more people to think of farming the city and collaborating on larger farming operations? What stands in the way? Is it simply not economically feasible? Not attractive enough as a potential business opportunity? Too much damn work for most people to even think about? Maybe there are not enough highly visible models… yet.

II. The ability to process and store food

There are many skills associated with processing and storing food, especially used when food is abundant. Canning, freezing, pickling, drying, fermenting, and root-cellaring are among these skills.

How can we make it easier for people?

Besides continuing to present workshops so that those who are experienced in these techniques can hand their knowledge on to people willing to acquire them, we need to start considering some of the real barriers that stand in the way of people doing more of this. One of the major ones is the cost of the necessary equipment and supplies as well as access to proper processing facilities; in the case of canning, this might mean the cost of a canner or pressure canner, jars, lids, and other bits of kitchen equipment. As so many people have pointed out to me, why should everyone have to own their own canner, etc.? And why should everyone have to work alone in their own kitchen processing large quantities of food? There are surely economies of scale to be realized by working together in a common kitchen, not to mention that it would be a more pleasurable activity, like an old-fashioned canning bee.

So one thing I personally want to concentrate on this summer — in collaboration with the local Fruit Tree Project — is to organize canning bees in local kitchens. We’ll need to work out the details of how people participate; people should be able to put in labour or money or some combination of the two. But the bottom line is that by working together we ought to be able to produce large quantities of properly canned food at affordable prices.

Likewise with drying food: why should everyone have to have their own dehydrator? What if we pool money to buy a good solid commercial-quality dehydrator, which people can rent space and time in? We can organize work parties to prepare food (gleaned locally or otherwise procured) and keep the costs as low as possible. And again people can choose to participate by contributing labour or money or both.

III. The ability to find, store, and prepare healthy inexpensive food

An obvious aspect of personal or household food security is knowing how to get the best food at the lowest possible prices, how to store food against rainy days or disruptions in the food supply, and how to use basic ingredients to prepare nutritious meals at a reasonable cost.

How can we make it easier for people?

This is, of course, a huge area and not likely to be successfully tackled anytime soon. Part of this involves educating people about how they can save money and eat better while supporting the local food economy as much as possible. The 50-mile diet challenge and the Open Air Market are two of the best and most visible ambassadors for healthier local eating. But we need more. One thing we could use are more cooperative food-purchasing groups or food cooperatives. Many people have no room to store frozen food, while others have huge amounts of room to spare.

As with the need to get more food produced locally, part of the problem here is simply that the global food supply is working well enough that there is no widespread perception of fragility. And by the time there is that perception, it will be late in the day to start developing these enterprises, man of which will require a long and cautious incubation period.

Creating a local food economy

I’m throwing some of these ideas out there in a casual fashion, but as a community we need to start tackling some of these if we intend to become a region where everyone is secure in his or her ability to eat well and to do so in a way which supports a strong local economy. There are all kinds of efforts out there which point in this direction, but the sky is the limit. It is impossible to have too many projects which aim to help people become more self-reliant, more able to produce and store food safely and wisely, more able to understand how to eat cheaply and well.

More and more, I understand that this is not going to happen solely as a result of not-for-profit or volunteer-based endeavours, whether government-funded (e.g., the Food Security Project which I work for, or the Food Bank), charitable (e.g., various church dinners and food pantries), or ‘shoestring’ (e.g., the Fruit Tree Project, which has no reliable funding or infrastructure). We have to start trying to develop the local food economy, with the accent on economy. There is a huge amount of critical work to be done, and too much is already happening as a result of volunteer effort. The most important thing we can do to increase food security in this region is to develop small businesses or cooperative enterprises and support each other in these efforts.

One type of enterprise I dream about is a cooperative which will bring together people who want to be as food-secure as possible. Members will contribute time, labour, money, or some combination of these. In return for their contribution, they will be subscribed to a year-round food-security service which will:

  • produce food on their behalf;
  • provide them with collective work parties where they can learn essential skills and get the benefit of their work (e.g., canning bees, sowing and weeding parties);
  • offer them significant savings on purchases of bulk staples, sourced as locally as possible;
  • work closely with local producers to create and support markets for dairy, meat, fish, grain, and other foods which require larger-scale production;
  • provide members with a library of shared tools and common food storage facilities;
  • act as a clearinghouse for information and expertise, offer workshops, etc.

As Robin pointed out in her workshops on this subject, some of the barriers to developing cooperative efforts are pretty widespread and easy to identify: lack of time, lack of trust, and often a lack of self-confidence and willingness to step forward and claim a common problem as our own and start working on it. I don’t know how to address these stumbling blocks, but clearly we need to fight against the isolation that keeps us all in our own personal silos working on our own personal problems and failing to draw the connecting lines between my garden and your freezer, between her farm and our canning bee, between our buyers’ group and their community dinner.
